Short answer: For a DSCR loan in Dallas-Fort Worth, Houston, Tampa or Jacksonville, look for a broker or lender that qualifies the rental on its rent versus the full payment, not your tax returns; requirements vary by lender. Texas property taxes and city short-term rental rules, and Florida insurance and closing taxes, often decide the math. iQRATE, licensed in Texas and Florida, shops 100+ lenders.

DSCR loans are business-purpose loans for non-owner-occupied investment property, not for a home you live in.

Key facts (Oct 2026)

  • Federal, business-purpose rule: Regulation Z exempts credit extended primarily for a business purpose (12 CFR 1026.3(a)). The CFPB's official interpretation treats credit to acquire, improve or maintain a non-owner-occupied rental as business purpose, unless the owner expects to occupy it for more than 14 days during the coming year (CFPB, Regulation Z 1026.3, fetched Oct 28, 2026).
  • Texas, no state property or transfer tax: the Texas Constitution bars state property taxes (Art. 8, Sec. 1-e) and any law enacted after January 1, 2016 that imposes a transfer tax on a sale of real property (Sec. 29) (Texas Constitution, Article 8, fetched Oct 28, 2026).
  • Texas, circuit breaker on rentals: Tax Code Section 23.231 limits yearly appraised-value increases on real property other than a residence homestead to 20 percent, for property valued at $5,320,000 or less for 2026. It starts Jan. 1 of the tax year after the first year the owner owns the property on Jan. 1 and expires Dec. 31, 2026 (Texas Comptroller, Valuing Property, fetched Oct 28, 2026).
  • Texas, homestead rules: the $140,000 school district exemption applies to a residence homestead (Texas Comptroller, exemptions, fetched Oct 28, 2026), and the Section 50(a)(6) home equity cash-out rules are written for a homestead (Texas Constitution, Article 16, fetched Oct 28, 2026).
  • Dallas, short-term rentals: a temporary injunction filed December 6, 2023 prohibits enforcement of the City's two short-term rental ordinances; property standards, noise and nuisance rules are still enforced (City of Dallas, short-term rentals, fetched Oct 28, 2026). The Supreme Court of Texas granted review in No. 25-0748 on Oct. 23, 2026, with oral argument December 3, 2026 (Supreme Court of Texas, case 25-0748, fetched Oct 28, 2026).
  • Houston, short-term rentals: a rental of less than 30 consecutive days needs a City certificate of registration. The ordinance took effect January 1, 2026 with a $275 fee, certificates issued on or before December 31, 2026 expire December 31, 2027, and on January 1, 2027 the City begins asking platforms to remove unregistered listings (City of Houston, short-term rentals, fetched Oct 28, 2026; Houston STR ordinance, fetched Oct 28, 2026).
  • Texas, hotel occupancy tax: the state rate is 6 percent of the cost of a room, including condos and houses, and local hotel taxes may be added (Texas Comptroller, Hotel Occupancy Tax, fetched Oct 28, 2026).
  • Florida, rental property assessments: for non-school levies, assessment increases on nonhomestead residential property of nine or fewer units are capped at 10 percent a year, with a reset to just value as of January 1 after a change of ownership (Fla. Stat. 193.1554, fetched Oct 28, 2026).
  • Florida, closing taxes: documentary stamp tax on deeds is 70 cents on each $100 of consideration in all counties except Miami-Dade, notes and mortgages are taxed at 35 cents per $100, and the nonrecurring intangible tax on obligations secured by Florida real property is 2 mills (Florida DOR, documentary stamp tax, fetched Oct 28, 2026; Florida DOR, nonrecurring intangible tax, fetched Oct 28, 2026).
  • Florida, vacation rentals: a condo unit or one-to-four-family house used as transient public lodging is a vacation rental (509.242) and needs a state license that may not be transferred (509.241); short rentals are taxed at 6 percent unless the written agreement is for longer than 6 months (212.03) (Fla. Stat. 509.242, fetched Oct 28, 2026; Fla. Stat. 509.241, fetched Oct 28, 2026; Fla. Stat. 212.03, fetched Oct 28, 2026).
  • Florida, Citizens flood requirement: Citizens personal residential policies with wind coverage need flood insurance in a Special Flood Hazard Area, outside it at $400,000 or more of dwelling value effective 01.01.26, and on all policies effective 01.01.27; condo unit-owner policies are exempt (Citizens Property Insurance, flood requirement, fetched Oct 28, 2026).
  • Florida, condo buildings: a residential condo building three habitable stories or more needs a milestone inspection by December 31 of the year it turns 30, then every 10 years (Fla. Stat. 553.899, fetched Oct 28, 2026).
  • Hillsborough County, vacation rental registry: an ordinance adopted Sept. 2, 2026 requires a $200 annual registration of each short-term vacation rental, effective Jan. 1, 2027 (Hillsborough County, Sept. 2, 2026 meeting recap, fetched Oct 28, 2026).
  • Federal, flood insurance: flood insurance is required in a Special Flood Hazard Area with a government-backed mortgage, and some banks require it elsewhere (FloodSmart, National Flood Insurance Program, fetched Oct 28, 2026).

How a DSCR loan qualifies a rental

A DSCR loan divides the property's monthly rent by its full monthly payment (PITIA: principal, interest, property taxes, insurance and any HOA dues). Your W-2s, tax returns and debt-to-income ratio are not the test.

Worked example (hypothetical numbers, ratio math only): rent of $3,000 against PITIA of $2,500 is a 1.20 ratio; against PITIA of $3,000 it is 1.00. This is not a quote, a payment or an approval. In Texas and Florida, taxes and insurance move the ratio most.

DSCR loan lender in Dallas-Fort Worth

A Dallas-Fort Worth DSCR file turns on the tax estimate and whether the plan depends on nightly income.

  • Dallas short-term rentals are in court: enforcement of the City's two short-term rental ordinances is blocked by a temporary injunction filed December 6, 2023, and the Supreme Court of Texas will hear the City's appeal on December 3, 2026. Until it is decided, the safer plan is a Dallas property that works on long-term rent.
  • Fort Worth, Plano, Frisco and Arlington set their own rules: short-term rental rules in Texas are set city by city, so check the city for the exact address before you count nightly income.
  • Taxes drive the ratio: county, city, school and special district rates stack. Use the buyer's tax estimate, not the seller's bill; a seller's homestead exemption does not carry over.
  • No transfer tax: Texas has no deed stamps; you still pay title, escrow and lender costs.

Our Dallas mortgage broker page covers local loan programs and the short-term rental case; for Tarrant County, see Fort Worth.

DSCR loan lender in Houston

Houston took the opposite path from Dallas: registration instead of a ban. A Houston DSCR file needs three local checks.

  • Register before you list: a rental of less than 30 consecutive days inside City of Houston limits needs a certificate of registration ($275 fee), and from January 1, 2027 the City will ask platforms to remove listings without one.
  • Hotel occupancy tax: Texas charges a 6 percent state hotel occupancy tax on houses, condos and apartments rented as lodging, and local hotel taxes can apply on top.
  • Taxes and flood insurance carry the payment: special district taxes are on the tax bill, and flood insurance is required in a Special Flood Hazard Area on a government-backed mortgage. Both sit inside PITIA.

Our Houston mortgage broker page covers flood, local programs and STR registration. For more Texas DSCR detail, see DSCR loans in San Antonio and Austin and our Texas mortgage broker page.

DSCR loan lender in Tampa or Jacksonville

In Florida, insurance, condo rules and closing taxes decide whether a Tampa or Jacksonville rental works.

  • Insurance is the swing factor: wind and flood premiums are part of the payment the rent must cover. Citizens policies with wind coverage now need flood insurance at $400,000 or more of dwelling value, and on all such policies from 01.01.27. Get real quotes before you remove contingencies.
  • Vacation rental license and local registries: a Florida vacation rental needs a state license that does not transfer to a buyer. Hillsborough County's $200 annual registration starts Jan. 1, 2027; confirm with the county and the City of Tampa whether it covers your address. In Jacksonville, check city and HOA rules for the exact address.
  • Taxes reset after a sale: a rental resets to just value the January 1 after you buy it, then non-school increases are capped at 10 percent a year.

Our Tampa mortgage broker page covers post-storm buying and local programs; see also Jacksonville, St. Petersburg and Florida. Buying a condo in South Florida instead? See DSCR loans for Miami condo investors.

Florida condos and storm-exposed rentals

Condos take extra review. Older buildings of three or more habitable stories need milestone inspections, and lenders read those reports with the association budget and any special assessments, so a building with open structural repairs can be harder to finance. For a house with storm damage, expect the lender to want it rentable and insurable before it counts rent (varies by lender).

How DSCR lenders differ on Texas and Florida rentals

Many DSCR lenders lend in Texas and Florida, but requirements vary by lender. Expect these items to differ:

  • Minimum DSCR: some programs set a minimum ratio, some allow a ratio below 1.0 with more equity or reserves, and some offer a no-ratio option.
  • Maximum loan-to-value: limits differ for purchases, rate-and-term refinances and cash-out refinances, and are often lower for short-term rentals.
  • Short-term rental income: some lenders count nightly income with a booking history or market study and a valid registration or license, some use a separate program, and some use long-term market rent only.
  • Property types, credit and reserves: unit counts, condo rules, credit minimums and reserves differ by lender.
  • Entity and guarantee: many lenders allow closing in an LLC, usually with a personal guarantee.

Pricing varies by lender and file. Terms and requirements vary by lender and are subject to underwriting and approval; you will receive the lender's written terms and any required disclosures before you commit.

Texas and Florida costs that change the DSCR

  • Texas circuit breaker timing: a rental bought now would not reach the 20 percent limit's start date before it expires Dec. 31, 2026, so budget taxes on the full appraised value unless the law changes.
  • Texas cash-out: Section 50(a)(6) home equity rules are written for a homestead; on a rental, the lender's own cash-out limits apply (varies by lender).
  • Florida closing taxes: deed stamps, note and mortgage stamps and the 2 mill intangible tax add to cash to close in Tampa and Jacksonville.

What lenders ask for on a DSCR file in these markets

  • Rent evidence: a lease, an appraiser's market rent schedule, or both; for short-term income, the Houston certificate, Florida license or county registration plus booking history, where the lender accepts it.
  • Tax and insurance numbers: the parcel's taxing units or Florida assessment, a landlord insurance quote and a flood quote if needed, since all are in PITIA.
  • Condo documents: association budget, milestone inspection report and any special assessments.
  • Entity documents if you close in an LLC, plus a personal guarantee on most programs (varies by lender).

Can I count Airbnb income on a Dallas DSCR loan?

Plan carefully. A temporary injunction filed December 6, 2023 blocks enforcement of Dallas's two short-term rental ordinances, and the Supreme Court of Texas set oral argument for December 3, 2026. A ruling for the City could let it enforce them, so many investors size Dallas loans on long-term rent.

Does the Texas circuit breaker cap taxes on a rental I buy now?

Not in time to help. The 20 percent limit for non-homestead property valued at $5,320,000 or less for 2026 starts Jan. 1 of the tax year after the first year you own the property on Jan. 1, and it expires Dec. 31, 2026. Budget taxes on the full appraised value unless the law changes.

How does insurance affect a Tampa or Jacksonville DSCR loan?

Wind and flood premiums are part of the payment the rent must cover. Citizens policies with wind coverage need flood insurance in a Special Flood Hazard Area, at $400,000 or more of dwelling value since 01.01.26 and on all such policies from 01.01.27. Condo unit-owner policies are exempt.

What closing taxes apply to a Florida rental purchase?

Outside Miami-Dade, documentary stamp tax is 70 cents per $100 on the deed, 35 cents per $100 on the note and mortgage, plus a 2 mill nonrecurring intangible tax on the mortgage. Texas has no transfer tax, so a Dallas or Houston purchase has no deed stamps.

Are DSCR loans covered by consumer mortgage rules?

Generally not. Regulation Z exempts credit extended primarily for a business purpose, and the CFPB's official interpretation treats credit to buy, improve or maintain a non-owner-occupied rental as business purpose. If you expect to live in the property more than 14 days in the coming year, it is not treated as non-owner-occupied.

Business-purpose loans for non-owner-occupied investment property only; not for owner-occupied homes. Credit extended primarily for a business purpose is exempt from Regulation Z under 12 CFR 1026.3(a). Information is educational, current as of October 28, 2026, and subject to change; it is not a commitment to lend. Terms and requirements vary by lender and borrower qualification and are subject to underwriting and approval. No interest rate, APR or payment is quoted in this post. Property tax, short-term rental, closing tax, condo and flood insurance rules are summarized from public agency pages; consult a CPA or attorney about tax, entity and legal questions. iQRATE Mortgages, NMLS 1862492.
