Quick answer: A DSCR loan can finance a Las Vegas-area short-term rental, but only where a non-owner-occupied short-term rental is actually allowed, and that depends on which jurisdiction the address sits in. The City of Las Vegas only licenses new short-term rentals that the owner lives in during every rental, which doesn't fit a business-purpose DSCR loan. Unincorporated Clark County caps licenses and lets each person or entity hold just one. Henderson and North Las Vegas allow non-owner-occupied rentals with registration or a permit, distance rules and HOA approval. Check the address first, then pick the loan.
DSCR loans are for business-purpose investment property only. They are not for a home you live in.
We get this call every week: "Can I get a DSCR loan on this Vegas Airbnb?" The loan is rarely the problem. The address is.
Step one: find out who regulates the address
A "Las Vegas" mailing address can sit in the City of Las Vegas, the City of Henderson, the City of North Las Vegas or unincorporated Clark County (Paradise, Spring Valley, Enterprise, Summerlin South and others). Each one adopted its own short-term rental rules after the 2021 state law, Assembly Bill 363, set minimum standards.
Clark County's own short-term rental FAQ is clear that its ordinance applies only to unincorporated areas, not to Henderson, Las Vegas or North Las Vegas. The County's OpenWeb parcel map shows the "Jurisdiction" field for any address. That lookup takes two minutes and should happen before you write an offer.
The four rulebooks, side by side
City of Las Vegas: owner-occupied only
The City of Las Vegas 2026 short-term residential rental instructions say a new license requires the home to:
- Be owner-occupied throughout every rental period (you must live on the property while guests are there)
- Have no more than three bedrooms
- Sit at least 660 feet from any other short-term rental and 2,500 feet from a resort hotel
- Have written permission from the HOA, if there is one
The same handout says short-term rentals are prohibited in some master-planned areas, including Summerlin (the city portion), Sun City Summerlin, Skye Canyon, Cliff's Edge, Symphony Park and Town Center. Approval runs through a conditional use verification, an inspection and a business license.
What this means for financing: a whole-home, non-owner-occupied Airbnb isn't a path to a new license in the City of Las Vegas. Since a DSCR loan is for business-purpose property you don't live in, we don't underwrite city-limits purchases on short-term rental income. If the numbers work as a long-term rental, a DSCR loan can still be a good fit.
Unincorporated Clark County: a cap and one license per owner
Clark County's ordinance (Title 7, Chapter 7.100) requires a County short-term rental business license before you operate or advertise. According to the County FAQ:
- Licenses are capped at one percent of eligible housing units in each unincorporated area, and the initial licenses were awarded through a random-number selection
- Each natural person or entity can hold, or hold an interest in, only one licensed short-term rental in unincorporated Clark County
- A licensed unit must be 1,000 feet from another licensed short-term rental and 2,500 feet from a resort hotel
- If the home is in an HOA, the governing documents must expressly allow short-term rental or transient lodging
- Every owner must ultimately be a natural person over 18; an LLC or trust can qualify if its members, managers and beneficiaries are people, but an entity owned by another entity is generally ineligible
- Apartments, mobile homes and homes on septic systems are not eligible
- Maximum occupancy is two people per bedroom or ten people per unit, whichever is less
What this means for financing: a serial investor can't build a portfolio of County short-term rentals. One license per person or entity means your second, third and fourth County properties need to work as long-term or mid-term rentals.
Henderson: annual registration, no owner-occupancy requirement
Henderson lets a property owner register a short-term vacation rental each year. The City's page and FAQ list:
- An annual registration fee of $848 per property
- A current State of Nevada business license in the owner's name and general liability insurance of at least $1,000,000
- A City-approved certification class for the owner and the local contact (a local contact who is a property manager licensed under NRS 645 is exempt from the class)
- 1,000 feet of separation from another registered rental and 2,500 feet from a resort hotel
- HOA governing documents that expressly authorize short-term rental
- A two-night minimum booking for non-owner-occupied rentals
- Occupancy of four guests for the first bedroom and two for each additional bedroom, up to 16
Henderson's FAQ also says registration is not transferable. When the property sells, or even when title moves into a different LLC, the registration terminates. The new owner has to apply fresh under the rules in place at that time.
What this means for financing: never assume the seller's registration comes with the house. Underwrite to long-term rent unless your own registration is realistic, and don't plan an LLC transfer after closing without checking what it does to the registration.
North Las Vegas: conditional use permit, then a license
North Las Vegas adopted Ordinance 3127 in June 2022. Its page says you need an approved conditional use permit before you can apply for a business license. The application includes proof of ownership, a site plan showing noise-monitoring equipment, 660-foot separation from other short-term rentals, 2,500-foot separation from resort hotels, a notarized HOA authorization letter and a security plan.
What this means for financing: don't count on short-term income on day one.
How DSCR lenders treat short-term rental income
DSCR stands for debt service coverage ratio: the property's rent compared with its full monthly payment (principal, interest, taxes, insurance and HOA dues). A ratio at or above 1.0 means the rent covers the payment. Short-term rentals complicate the "rent" part.
In general terms, across the market:
- Purchases often use a projection from a short-term rental data provider, or an appraiser's market rent analysis, and some lenders use long-term market rent no matter what.
- Existing rentals often use 12 months of booking history from platform statements.
- Many lenders discount short-term income for vacancy and expenses, and some want more reserves on short-term deals.
- Legality matters. If local rules don't allow the use, a lender won't credit the income.
The approach varies by lender, which is why we shop it. More on the income side is in our guide to DSCR loans for Las Vegas short-term rentals.
Mid-term rentals: the usual plan B
Rentals of more than 30 days generally fall outside short-term rental definitions. In Clark County the line is 30 consecutive days or less, in Henderson it's under 30 days (under 28 in February), and in the City of Las Vegas it's less than 31 consecutive days. Traveling nurses, insurance placements and corporate stays fill a lot of Las Vegas mid-term demand. Lenders usually qualify a mid-term rental on long-term market rent, so plan your numbers that way.
Transient lodging tax and other running costs
Short-term rentals owe transient lodging tax. Booking platforms generally remit it, but Henderson still requires a monthly report from the owner, even in months with no bookings. Budget for licensing, insurance, furnishings and management too, and run the full picture with your CPA.
What we'd do
- Look up the jurisdiction on Clark County OpenWeb before you make an offer.
- Read the HOA documents. County, Henderson and North Las Vegas rules all require HOA authorization if there's an HOA, and Henderson and the County require it to be express.
- Check distance to existing rentals and resort hotels using each jurisdiction's map, and remember the maps are a starting point, not a final answer.
- Underwrite to long-term rent first. If the deal only works as a short-term rental, it's a riskier deal, and we'll tell you that.
- Shop lenders that treat short-term income the way your file needs and size reserves before you go under contract.

FAQ
Can I get a DSCR loan for an Airbnb in the City of Las Vegas?
You can get a DSCR loan on a City of Las Vegas rental, but new City short-term rental licenses require the owner to live in the home during every rental. A DSCR loan is for non-owner-occupied business-purpose property, so we underwrite city-limits rentals on long-term or mid-term rent.
Are short-term rentals allowed in Summerlin?
The City of Las Vegas says short-term rentals are prohibited in several master-planned areas, including Summerlin (the city portion) and Sun City Summerlin. Summerlin South is unincorporated Clark County, where County rules apply, including HOA authorization and the license cap.
How many short-term rentals can I own in unincorporated Clark County?
Clark County's FAQ says each natural person or entity can hold, or hold an interest in, just one licensed short-term rental in residential areas of unincorporated Clark County.
Does a Henderson short-term rental registration transfer to the buyer?
No. Henderson's FAQ says registration is valid only for the owner at the time it's issued and terminates when the property sells or ownership changes, including moving title into an LLC.
Will a DSCR lender use projected Airbnb income on a purchase?
Some will, usually from a short-term rental data report or an appraiser's analysis, and often with a discount. Others only use long-term market rent. Each lender handles it differently, and none will credit income the property can't legally earn.
