My name is David Ghazaryan, and I handle these two different systems every day. The first one cares only about value, while the second cares about safety. The FHA loan has very strict safety rules. They see the FHA loan as a big risk for surprise repairs they must fix to sell. A low FHA value sticks to the house for six months.
